    Son illər Sumqayıt şəhərində aparılan quruculuq abadlıq işləri təqdirəlayiq hal olaraq qiymətləndirilməlidir. Şəhərdə yaşıllıq örtüyünün genişləndirilməsi, minlərlə ağac əkini, əhalinin istirahəti üçün münasib yerlərin təmin olunması çox yaxşı haldır. Bu baxımdan işlərin getdiyini etiraf etmək lazımdır. Amma müəyyən ciddi məsələlər var ki, şəhər rəhbərliyinin sanki nəzərindən uzaq düşüb.

    Belə məsələlərdən biri Sumqayıtda yeni salınan dənizkənarı bulvarda dövlət dilinə və milli tarixi dəyərlərimizə ögey münasibətdir. Əgər Sumqayıtın yeni bulvarına istirahət etmək üçün yolunuz düşsə, iki əsas məsələyə diqqət edin. Bulvar boyu 4-5 km məsafədə buta simvolunu əks etdirən 1-2 kiçik konstruksiyadan başqa(əslində, butanı da heç düzgün əks etdirməyiblər) bütün incəsənət memarlıq abidələri rus və ingilis ədəbiyyatının tərənnümünə həsr edilib.

     

     

    Sumqayıt bulvarında əhalinin istirahəti üçün olan bütün restoran və kafelərin adı ingilis dilindədir. Yenə də adı 1-2 Azərbaycan dilində olan kafe görə bilərsiniz. Bulvarın bir başından başlayıb sonuna qədər getsəniz, məsələnin nə qədər ciddi və narahat edici olduğunu görərsiniz.

    Hətta bir neçə ay əvvəl ana dilimizdə olan bir restoran adını əcnəbi dilə dəyişdirmişdir.

    Bundan əlavə, açıq havada idman alətləri olan meydança“Outdoor Fitness” kimi təqdim olunub.Onun ətafındakı restoan və kafelərin adları da əcnəbi dilindədir: “Port West Restaurant” (əvvəl “Sərin” restoranı olub), yanında atlar olan”Troya” restoranı (hələ açılmayıb, amma adı qeyd olunub), “The Positive Club Sumgait”, “Priçallı” (qurma, süni ad), “Sweet restoran”, “PROUD fast food & Drink”, “Afford Pizza & Cafeteria , “Vanilla Waffle”, “Alinea” restoranı(parkda) və sair.

     

     

    Bu hələ tam siyahı deyil. Görəsən, şəhər rəhbərliyi bu barədə nə düşünür? Sumqayıt bulvarında ingilisdilli turistlərin sayı nə qədər olur ki, ingilis dili siyasəti belə təbliğ edilir? Bulvarda istirahət edən yerli sakinlərdir, yoxsa əcnəbilər? 

    Məntiq ilə götürəndə həmin restoran və kafe sahibləri yerli sakinlərə xidmət edirsə, xidmət obyektinin adını nə üçün əcnəbi dildə seçir? Hər məsələyə müdaxilə edən məmurlar nə üçün çörəyini yediyi dövlətinin dilinə bu qədər laqeyd yanaşırlar?

     

     

    Sual olunur ki, Yunan mifologiyasında dəniz tanrısı, Zevsin qardaşı sayılan Poseydonun adını Bulvarda restorana qoymaq nə qədər vacibdir? Və ya qədim yunan şəhəri olan Troyanın adının Sumqayıta, Azərbaycana, bizə nə qədər aidiyyatı var ki, onun adı restorana qoyulsun. Bunların milli ruha heç bir aidiyyatı yoxdur. Xaricdə bizim dildə nəsə qoyarlar?

    Əslində xarici turistə də getdikləri ölkənin milli adət-ənənələrini əks etdirən şeylər daha cəlbedici, maraqlıdır.

    O qədər Azərbaycan adları var, niyə onlara üstünlük verilmir? Niyə, məsələn, obyektlərə dənizlə bağlı Liman, Dəniz, Ləpədöyən, Sərin Dalğa, Xəzri, Gilavar, Görüş və sairə yüzlərlə gözəl və uyğun, milli ruhda Azərbaycan adları qoyulmur? Bundan başqa, milli adlara bu cür münasibətlə, həm də dillə bağlı qanun pozulur.

     

     

    Bildiyimiz kimi, ad alanda ilk olaraq Ədliyyə Nazirliyinə müraciət olunur. Öz növbəsində isə nazirlik tərəfindən yalnız həmin adın uyğun olub-olmaması yoxlanılır. Bu zaman həmin adların nə orfoqrafik tərkibi, nə də mənşəyi yoxlanılır. Hər hansı əcnəbi adını götürərək, məsələn, “restourant” sözünün elə olduğu kimi yazılması, sözün işlənməsi bu qaydalara uyğun deyil.

    “Reklam haqqında” qanuna görə, əgər yazılan ad əcnəbi dildədirsə, ondan əvvəl mütləq Azərbaycan dilində həmin sözün tərcüməsi yazılmalıdır. Bu zaman Azərbaycan dilində olan hissə əcnəbi dilində olan sözdən iri hərflərlə yazılmalıdır”. Bu qayda burada tam pozulur.

     

     

    Bu məsələdə günahı icarədarların da üstünə atmaq olmaz. Çünki obyektlərin, demək olar ki, hamısı yerli məmurlara məxsusur. Bir çoxlarının isə hələ icarəyə verilməmiş adı qoyulub. Həm də Bulvar özəl ərazi deyil, dövlətə məxsusdur, büdcədən maliyyələşir.

    Bulvarda zövqsüz, şablon və əsasən kopya olan, sənət əsərlərindən uzaq səpələnmiş heykəllərin əksəriyyəti də milli-adət ənənələrə uzaq elementlərdir.

     

     

    Məsələn, nə qədər yaxşı musiqiçi, müğənni olsa da, Aleksandr Rozenbaumun, “baboçka” taxan penisyaçı kişinin, zəncirlənmiş çılpaq uşaqların, bizimkilərə oxşamayan “nərdoynayanların”, rəqs edən cütlüklərin, keçən əsrdəki rus xanımların obrazını əks etdirən heykəllərin Azərbaycanın milli adətlərinə nə qədər aidiyyatı var?!

     

     

    Əlbəttə, ümumbəşəri dəyərlər, hətta müasir üslub lazımdır və vacibdir, amma bu dərəcədə yox…

    Olmaz ki, bulvarda böyük Nizami Gəncəvinin, Füzulinin, Nəsiminin, Həsən bəy Zərdabinin, Əli bəy Hüseynzadənin ədəbi- bədii yaradıcılıq motivləri, xalq, folklor nümunələrimizin, nağıl personajlarımızın, dastanlarımızın – Cırtdanın, Koroğlunun, Dədə Qorqudun obrazları əsasında tarixi mirasımızın təbliği istiqamətində iş görülərdi, nəinki qədim yunan mifologiyası, rus ədəbiyyatı təbliğ edilsin. Bulvara, parka, məsələn, Hacı Zeynalabdin Tağıyevin heykəlini qoymaq çox gözəl olardı.

     

    Nəzərə alsaq ki, bulvar şəhər əhalisinin, gənclərin sıx istirahət mərkəzidir, o zaman gənclərin təlim-tərbiyəsi baxımından milli tariximizin, mədəniyyətimizin əvəzinə yad mədəniyyətlərin təbliğini görəndə məcbur olub düşünməyə başlayırsan: əcəba bu sahəyə cavabdeh olan şəxsin kökündə mənsub olduğu milli mədəniyyətə mənfi münasibət haradandır?
